Isn't that a form of free speech also and what about burning the flag, isn't that free speech too?

The promotion of drug use (which I'm not sure that "Bong hits for Jesus" really is) is the promotion of an individual liberty. A Nazi uniform is the promotion of both hate and violence against a particular group (ok, groups as they didn't just target Jews) of people. Violence is not an individual liberty as the cost to others is easy to measure directly. Inciting violence (or yelling fire) is not protected speech.
