I say go for it. If they want to start a private college then great. I'm sure they will find lots of students interested.

I know this has been brought up in the Church before. Unless there is a huge change, it's not considered the mission of the Church. If BYU/Idaho/Hawiia were not already here, it's doubtfull they would be started.

I would suggest that the follow the same path as they did in Virginia. Some private investors bought an old 2-year school and converted it into quasi-church school with the same objectives as these two groups are requesting. It would appear that the church has been supportive (Pres Monson was there for the dedication), they just don't own the facility. As a matter of fact, they even have similar programs being run out of the university (ie Education week and EFY).

Major down note is that since it is not run by the church, it is private and therefore $$$.

They have done a great job during the past ten years and have become accredited four year university and have taken a dying school and now it is near capacity (to my understanding). Granted, I do not know what their financials look like...

So I would suggest IL and NV follow a similar route. The demand is there - you just need some investors to get it going...
