The story doesn't say much and I wondered some of the same things. Was it a parade or what were they doing on a road? Some of the roads are blind roads and a cart is an unexpected obstical. Was it just a celebration where permits were required? Drivers would have no chance if this were allowed to happen.
Anyone know what this is all about?
According to the KSl article, the plan they had was to over land, not the road. The police had no idea they were there. It seems like they were trying to take a shortcut. The driver was blinded by the sun while coming up on the hill and did not see them.
That explains it. What a tragic decision for this group to make. Glad to know this would not be allowed on our roads ordinarily. The story scared me as a driver who has been on those blind roads. If this proves to be what happened, that poor driver has to live with this horrible ending as well. It seems it could have been any one of us behind the wheel. Sad.

 True...but I don't want to see the crash test rating on them. There is an image...crash test dummies cruising in a horse drawn buggy into a wall.
