The April 2 meeting of the Mapleton City Council was recorded on video with the intent of making those recordings available online. The hope is that more people will be able to view the proceedings of the meetings and become more involved in city matters.
¬ Several items from the agenda were continued to a future meeting, including a request from Dr. Wendell Gibby to renegotiate the terms of the Memorandum of Understanding (MOU) for his proposed subdivision and re-zoning request. This item was continued at the request of the city attorney due to pending litigation, and it will be deferred until the next meeting, April 23. Please note: the April 16 meeting was cancelled. In the public forum portion of the meeting, Cory Anderson approached the council in regards to eight acres of property east of his Silver Leaf Project which he would like to develop. He sought guidance from the council and was told by the mayor, èAs a general principle, we encourage the use of TDRs wherever possible.ÃÆ Budget revisions for the 2007-2008 fiscal year were presented by City Controller Jeannie Bell and approved by the council. The mayor was authorized to sign an amended MOU with the Mesquite Presidio Capital developers. A presentation on impact fees for parks and open space initiated much discussion, including representatives of the Utah Valley Homebuilder's Association who objected to the jump in fees and questions whether the fees would form a burden on new development. Mayor Brady explained that "comparing our city to others in the county is apples and oranges. Our claim to fame is open spaces and a small town feel." Council member Mike Nelson added that "We don't have a commercial tax base underwriting our parks.' Councilman Mike Cobia said, "These fees are based on increased needs for increased population," and Councilmember Ann Tolley stated, "My absolute first priority is to existing citizens." At the conclusion of the discussion, the council approved impact fees of $10,500 for a single-family dwelling and $6,000 per duplex unit. The fees will take effect today, May 1, 2008. |
