If they refinance, cities need to put some extra funds into advertising the UTOPIA network. Many residents are unfamiliar with what fiber is and how it can benefit them. UTOPIA offers much higher speeds than either Comcast or Qwest. The costs for end users is very competitive as it's cheaper than either Comcast or Qwest and yet provides anywhere from 10x-20x the speeds. People sign up for cable or DSL internet because they haven't heard of UTOPIA, not because they think it's better. If they knew of UTOPIA they would choose that hands down. Cities need to invest in advertising to their residents if they want them to invest in UTOPIA.
