He has 23 years of service with the Federal Government. He started working for Farmers Home Administration in Manti, where he served as assistant county supervisor. He later served as county supervisor in Delta and in Richfield. He then served as an underwriter and on resolving delinquent farmer program type loans. He has been actively involved in community program type loans in Southern Utah since 1994.
"I am very pleased to appoint Hal as the Community Program Director. His extensive experience working our community programs makes him a valuable asset to our agency and management team," Cox said.

My will shall shape the future. Whether I fail or succeed shall be no man's doing but my own. I am the force; I can clear any obstacle before me or I can be lost in the maze. My choice; my responsibility; win or lose, only I hold the key to my destiny.
