Woodland Hills Planning Commission takes action on use permits Print E-mail

The Woodland Hills (WH) Planning Commission approved the application from Platte Clark for a conditional use permit to operate a business called Magister Entertainment. The business description indicates that they are writers and would have no visitors or additional traffic, noise pollution, etc., which would affect the neighborhood in any manner. The application was approved.

The conditional use permit for approval of a day care center was considered as submitted by Tina Brighton. In response to commissioners' questions, Brighton said that she is licensed to have up to 16 children plus her two children. The hours will be from 8:00am to 6:00pm with children coming and going at various times throughout the day. All children enrolled will be residents of WH, and she will not be enrolling children with special needs. Brighton pointed out that she is a trustworthy and dedicated person, which is of importance to families. She plans to be there for two to three years, until they get their own home. They are currently living in her in-laws home while they are out of the country.

After considerable discussion, the commission approved her request with conditions that she enroll not more than eight children with no more than four of them being under the age of two. They also required a letter of approval from the homeowner for such a business to be operated in their home.

The next agenda item was discussion of the proposed fencing ordinance as submitted to them by the City Council. The commission spent considerable time in carefully reviewing and discussing the document. They also took careful note of the suggestions expressed by residents of the city at the previous public hearing on this topic. Commissioners expressed concerns about: kennels, sports courts, barbed wire, colors, corrals, setbacks, fence heights, etc. Commissioner Doug Pinder was in complete opposition to the fencing ordinance stating that people should be allowed to do what they want with their own property. It was decided that Commissioner Mike Lauritzen would revise the document based on the commissioners' feedback and return it to the commission for further review.

The next item was consideration of the way the Planning Commission reviews business licenses and site plans submitted for approval. Commissioner Lauritzen said he had spoken to representatives from other cities and found that in every case the review process was a staff responsibility. After careful consideration, it was agreed that the review responsibility should be performed by a designated person other than the Planning Commission. Such recommendation will be made to the City Council.

The final item for discussion was the city's general plan. It was agreed that the commission wants as much resident input as possible. They suggested that the citizen survey be revised and reduced in length to encourage a better response rate. Each commissioner is to review the document and submit revisions and suggestions to Chairman Frandsen for compilation and further discussion. This being the final item, the meeting was adjourned.
