The Payson City Council met Wednesday evening. First item of business was the swearing in of David C. Dahlquist as Justice Court Judge by retiring Judge James box.

During the forum Bernell Evans reported that Payson needs an upper pressurized pond, and has for some time. He reports that he has been out to Spring Lake several times, both daytime and evening and the pumps were not on. He realizes that the pressurized watering scheduling is only recommended so far this year and not mandatory yet, but maybe if the residents were fined, it would remind them of when they should water, and not to water when its convenient or there is lots of pressure. This is the worst year ever for those using P I.

A public hearing was held to discuss the property of Donald Daley located at 810 South Main in Payson . They would like to rezone the property from R-1-9 Residential Zone to NC-1 which is Neighborhood Commercial Zone. Two letters protesting the change from neighbors were read into the minutes. The Daley family told of how they had been unable to sell the property after lots of people were interested in it because of the high traffic from high school and lights on at the sports field late every night and also the noise factor.

By changing the Zone to allow light commercial there, maybe a daytime business would be interested in the property. Voting was unanimous.

Agreement with the High Line canal was discussed, and sent back to the table for fine tunning in three or four areas. But they are real close to signing this agreement dealing with the assignment f landowner rights to Payson City, and voting rights of the City. Authorization of the construction of the Model structures of the Heritage Development was granted. Discussion of the Utah Lake Commission and Payson's contribution to belong to this commission will be

$ 4,000. Rich Nelson said he felt it was necessary to belong to this commission because of the number of residents that use the lake.
