The Springville City Council have decided to hold Art City Days events and the carnival at the Spring Acres Arts Park next year because of the building going on in the downtown city park.
The matter came up as part of the report by this year's chairman, Craig Conover, and city recreation director, Chuck Keeler, to the council last week.
"It would be very difficult to have the carnival, booths and other activities on the park with the new fire department operational and the rest of the park with new landscaping, not to mention the condition of the parking lot for the new building," said Conover.
It was therefore decided by the council to place the carnival on the driving range, booths inside the enclosed area of the Arts Park and all programs on the stage.
The fireworks would be further west past the tennis courts in the park or even on the SHS baseball diamond. The childrens' afternoon could be held on the ball diamonds/soccer field north of the high school.
Parking could be in the high school parking lot and people could walk directly to the Arts Park without going around the school. There is a trail to the park on the north side of the high school building.
"Use of the school facilities would have to be approved by the school district," Conover said.
Public works director, Brad Stapley, met with the council and suggested that residential garbage collection be done four days per week on a ten-hour shift rather than five or six days.
He said that by so doing he can save money and an extra truck.
Fire Chief Whitney met with the council and noted that Springville has been given another fire rating of 5.
"We have been at this number for several years now and is a good rating," said Whitney. "However, with the new satellite fire stations, our chances of getting a lower rate will increase."
The rate is what insurance companies use for charging for fire insurance and the lower the rate the lower the insurance rates.
The council said that they agreed with the forest service concerning controlled burns in Bartholomew Canyon. These controlled burns will be in the spring of 2010.
The city council also agreed to purchase the white house and lot located at 91 W. 100 South for the price of $190,000 and $10,000 for the people to move.
The money for the move is included because if the property were to be condemned the city would be responsible to move the tenants of the house. The purchase of this property completes the needed land for the parking lot for the new city building presently under construction.
