It is my understanding that with heat and drought conditions, water conservation is of serious consideration. As should respect for the elderly. The officer may need to use his time under suspension to watch some Garden Police and see they do not really arrest homeowners, but assist them with the curbside appeal.
When homeowners in various regions are receiving tickets for using too much water on their lawns, maybe a debriefing on weather conditions would help. A little less government and a lot more compassion could go a long way everywhere.
In the meantime, thank God for sufficient rain. The chemicals in tap water are not good for plants anyway.
