Herald Poll: Tickets to “fix” air quality?

By Daily Herald - | Jan 16, 2014

It’s no mystery that the air quality in Utah Valley is bad, but how to attack the issue is still quite a problem.

This week, a task force charged with improving the county’s air suggested initial measures to encourage residents to lessen their effect on the poor air quality, especially on days with the worst air.

One of those solutions includes hitting the worst offenders in the wallet.

Vehicles which emit too much pollution could receive “fix-it” tickets. The impetus of those could come from an officer seeing a cloud coming from the vehicle or from a complaint by a resident.

In either case, after an initial contact, the ticket could require the owner to bring the vehicle to a county testing station to determine if it is out of compliance. That could make it so the vehicle could not be registered again until the appropriate repairs were made.

One issue that has come up is that police departments seem reluctant to address the issue. One possible reason is that it is difficult to prove in court. However, the fix-it tickets are not sent to courts, but are merely a way to tell the person something needs to be fixed.
