Saratoga Springs considers ballot measure for recreational complex

Saratoga Springs residents will be able to have their say regarding the possibility of a new indoor/outdoor recreational complex coming to town.

After completing a feasibility study and concept plan for a recreation center in February, the City of Saratoga Springs is now considering a potential ballot measure for an indoor/outdoor recreational complex and has asked residents to submit their input through a third-party survey.

The proposed location for the recreational complex sits on Saratoga Road, east of Patriot Park and the Saratoga Springs Police Department office. According to a news release from Saratoga Springs, the complex that the city is considering would include the following:

  • Outdoor hot springs-fed leisure pools with views over Utah Lake.
  • Two indoor pools including a family/leisure pool and a lap pool.
  • Indoor gym space with up to three full-sized basketball courts.
  • Additional indoor recreation amenities such as fitness/weight rooms, an elevated indoor track (above the gym/court space), a climbing wall and multi-purpose rooms that could be used for workout classes, community meetings, adult education and more.
  • Additional support areas/amenities including bathrooms, changing rooms, childcare, concessions stand, office/administrative space, lifeguard stations, storage and parking.

According to the news release, the city has hired a third-party entity to collect data from residents through a public survey, which it states will help inform city officials’ decisions regarding the potential rec complex.

The survey asks residents to rate their level of support for possibly building a new recreational complex, rate how likely they would be to recommend building the new complex to a friend and rate their level of support for a property tax increase to pay for it.

“Based on recent cost escalation in Utah construction and labor markets, it is now estimated that the City’s property tax rate would need to be approximately twice the current rate in order to fund construction of a new indoor/outdoor recreation complex,” reads the survey. “In this scenario, it is estimated that the average homeowner’s property tax bill could increase by approximately $400 per year.”

Residents are also asked how likely they would be to pay an additional membership fee of up to $24 a month for an individual, or $49 for a family to use the recreational complex facilities. The proposed fees are similar to those currently charged by recreational facilities in Lehi, American Fork, Provo and Orem.
