Is this man the most dangerous man in Am. Fork? ‘Significant risk to the community’

When American Fork Police Officer Adamson was dispatched to Walmart Sunday afternoon to answer a complaint that a male was wandering the parking lot and intimidating customers, the officer thought he would be dealing with a transient who had a bit too much to drink.

Adamson was right. The man, an American Fork resident, according to his registered address, said he had currently no place to stay. He smelled of booze and admitted he had chugged down a few beers.

What Officer Adamson didn’t realize as he entered the parking lot looking for the suspect is that 54-year-old Robin Marcus Smith, who has six aliases, was a dangerous man with a rap sheet longer than the Lone Peak basketball scoring record.

From possession of drugs to driving under the influence, to assault, to resisting arrest, to sexual abuse and sodomy upon a child, Smith had been sent to jail — and released — over 30 times in the last ten years. That Smith had seen the inside of a jail every year for the last 26 years, and then be released, highlights some of the extraordinary challenges facing the state’s judicial system.

This even after an official at the Alcohol Treatment Center wrote that Smith “poses a significant risk to the community,” according to documents obtained by the Citizen, that the center would be an “inappropriate” treatment referral and that he should be placed in a “long-term residential mental-health treatment program.”

After Smith pleaded guilty for sexually abusing a child, a ten-year-old girl, he entered the Bonneville Community Correctional Center Sexual Offenders Program. But documents showed he was failing the program as well and should be sent back to prison.

“According to the treatment staff… [Smith] has failed to take advantage of the program or benefit from the therapy,” wrote the center’s supervisor, “Additionally, Mr. Smith has received numerous violations for failure to follow the rules and instructions of the [Community Correctional Center]. Both the treatment staff and administrative staff have asked he be removed.”

On Nov. 23, 2009, Smith was charged with assault by a prisoner, assault against a healthcare provider and interference with arresting officer. On Dec. 17 and Jan. 7, he was charged both times with assault — three times in just eight weeks.

His latest arrest Sunday came less than a month after an arrest for violation of probation. After his three-day jail time in February, there was a new warrant out for Smith’s arrest. Smith’s probation officer, Officer Grace, confirmed that Smith was wanted for again violating probation. What’s more is that Smith has failed to register as sex offender after he moved within American Fork, according to an AFPD report.

Officer Adamson booked Smith, and Smith is still in jail — his 32nd time in ten years.
