Utah County’s Most Wanted: Man wanted for unlawful sexual activity with a minor
UTAH COUNTY — The Utah County Sheriff’s Office is actively searching for Jose Valdovinos, last known to live in Payson, for one warrant for his arrest.
Valdovinos is wanted for crimes he pleaded guilty to committing between Feb. 1, 2012 and April 7, 2012. According to police reports, between those dates, Valdovinos had sex with a 15-year-old victim at least three times. Valdovinos is 30, making the sexual activity a criminal offense.
Valdovinos was arrested Sept. 10, 2012 on three third-degree felony charges for unlawful sexual activity with a minor.
During his court procedure, Valdovinos took a plea deal, which amended two of his felony charges to class A misdemeanor charges for sexual battery.
Valdovinos pleaded guilty to all three charges on Feb. 7, 2013. He was then sentenced in May 2013 to serve 180 days in jail with a four-year probation.
Once Valdovinos was out of jail, he reported to his probation officer regularly until February 2014, when he failed to report. A warrant for his arrest was issued and he’s been a fugitive since.
Valdovinos has been described as being 5-foot-7 and weighing about 150 pounds. He has hazel eyes and black hair.

His first warrant is for one third-degree felony charge for theft.
His second warrant is for one class A misdemeanor charge for retail theft.

- Weight: 215 pounds
- Eyes: Brown
- Hair: Brown
Shipe was last known to live in the Springville area and is wanted for one warrant for his arrest.
Shipe is wanted for one third-degree felony for endangering a child.
Frank Kimber
- Age: 35
- Height: 5-10
- Weight: 160 pounds
- Eyes: Blue
- Hair: Blonde
Kimber was last known to live in the Orem area and is wanted for two warrants for his arrest.
The first warrant is for one first-degree felony charge for possession of a controlled substance.
The second warrant is for one class B misdemeanor for an ignition interlock violation.
