A glance at Utah County mayor and city council seats up for grabs in 2025

Mayor positions are up for grabs in nearly every Utah County city, as are multiple city council seats in most cities.
The dissolution of the Alpine School District into three new districts also opens elections for 21 new school district board member positions, dispersed around the northern half of the county from Orem to Lehi.
Several city officials indicated to the Daily Herald that most elected officials seeing their terms expire have yet to announce plans for reelection. The candidate filing window is June 2-6 in Utah County.
Primary elections take place on Aug. 12 followed by the general election on Nov. 4.
The following list was compiled with the assistance of the Utah County Clerk’s Office and several city recorders or other city officials.
Alpine
Carla Merrill will complete her first term as Alpine mayor. Positions held by Councilmembers Kelli Law and Jason Thelin are also up for grabs.
American Fork
This year marks the end of Brad Frost’s second term as American Fork mayor. Council seats occupied by Staci Carroll and Ryan Hunter are also open.
Cedar Hills
Denise Anderson is completing her first term as Cedar Hills mayor this year. Council seats occupied by Lara Ellison and Erika Price also open this election cycle.

Eagle Mountain
Tom Westmoreland faces the end of his second term as Eagle Mountain mayor this year. A pair of council seats currently occupied by Donna Burnham and Brett Wright will also open.
Elk Ridge
Elk Ridge Mayor Robert Haddock’s seat and two city council spots are up for grabs this year.
Fairfield
Two city council positions open this election cycle in Fairfield.
Genola
Genola Mayor Neil Brown was appointed to his position last year but will see his term expire this year. Council members Hale Robertson, Grand Lundberg and Eric Hazelet also end their terms.
Goshen
Goshen Mayor Steven Staheli will complete his term at the end of the year, along with a trio of city council members.
Highland
Terms are up for Highland Mayor Kurt Ostler and Councilmembers Ron Campbell and Scott Smith.
Lehi
Lehi Mayor Mark Johnson’s second term comes to a close this year, while council positions held by Chris Condie and Paul Hancock are also open.
Lindon
Lindon Mayor Carolyn Lundberg and two of five council members, Van Broderick and Jake Hoyt, will see their terms expire this year.
Mapleton
Mapleton Mayor Dallas Hakes and Councilmembers Kasey Beck and Reid Carlson end their current terms this year.

Orem
Mayor David Young and Councilmembers Tom Macdonald, David Spencer and LaNae Millett will see their terms end this year.
Payson
Payson Mayor Bill Wright will see his term come to a close, and two city council spots are also up for grabs.
Pleasant Grove
Seats occupied by second-term Mayor Guy Fugal, Councilman Todd Williams and Councilwoman Dianna Andersen are open this year.
Provo
Provo Mayor Michelle Kaufusi announced last month she will seek reelection for a third term in 2025. She will be challenged by former Utah Rep. Marsha Judkins, who announced her candidacy earlier this week.
Also completing their terms are Provo Councilmembers George Handley, Rachel Whipple and Katrice MacKay.
Salem
Salem Mayor Kurt Christensen’s seat and two city council positions open this election cycle.
Santaquin
Santaquin’s mayor and two city council seats are up for grabs this election cycle with Mayor Dan Olson, Councilman Jeff Siddoway and Councilman Art Adcock seeing their terms come to a close.
Saratoga Springs
Jim Miller, Saratoga Springs’ mayor since 2014, will see his third term come to a close at the end of this year. Council seats held by Michael McOmber and Stephen Willden will also open up.

Spanish Fork
Mike Mendenhall will complete his first term as Spanish Fork’s mayor this year, while Councilmembers Shane Marshall and Kevin Oyler also face the end of their terms.
Springville
Mayor Matt Packard and Councilmembers Craig Jensen and Michael Snelson will see their current terms close at the end of the year.
Vineyard
Terms will end for Vineyard Mayor Julie Fullmer and Councilmembers Mardi Sifuentes and Brett Clawson. Clawson was appointed to his position at the end of last year.
Woodland Hills
Elections will be held for two city council seats and the mayor position as Mayor Brent Winder completes his term.
