Lehi mayoral, City Council candidates highlight priorities ahead of 2025 municipal primary election

With the 2025 primary election now just days away, voters are preparing to make their selections in order to narrow down the list of candidates for various seats within their respective cities by Tuesday.
Lehi voters will choose between a bevy of candidates in mayoral and City Council races to decide who will advance to the November general election.
Four candidates have signed up to step into the role of Lehi’s next mayor, two of which will move on to the general election. Those include current City Council members Chris Condie and Paige Albrecht, as well as residents Paul Binns and Charlie Tautuaa.
The city’s current mayor, Mark Johnson, has announced that he will not seek another term.
Voters will also whittle a field of 10 city council candidates down to four to fill two open seats.
The 10 candidates are E. Larell Stephens, Emily Lockhart, Rachel Freeman, Jared Peterson, James Harrison, Stephan Suafilo, Jordan Hutchinson, Tyson Hodges, Kenneth Glade and incumbent council member Paul Hancock.
The Daily Herald recently reached out to candidates for local office in select Utah County’s cities to respond to a questionnaire to talk about their campaigns and why they’re vying for the desired seat.
Candidates were contacted via their official campaign email, if one was available, or through city communications officials. They were asked to respond to each question in 150 words or less.
Some responses were lightly edited for stylistic purposes or clarity.

Paul Binns
What (if any) prior or ongoing political/organizational experience do you have?
“I’ve been actively involved in leadership roles that focus on service, accountability, and community. I’ve served on my local HOA board, including as president, where I worked directly with residents to address concerns, manage budgets, and improve neighborhood livability. I’ve also held leadership positions on state boards for high school sports officials, helping train and support referees across Utah. In addition, I’ve served in various roles within my local church congregation, working closely with families and individuals in need. These experiences have taught me how to listen, lead, and build consensus — skills I believe are essential for serving effectively in city government.”
Why are you running for this position?
“I’m running for mayor because I care deeply about Lehi’s future. After living and doing business here for years, I’ve seen firsthand the challenges rapid growth brings, strained roads, rising costs, and a lack of transparency in decision making. I believe we need strong, steady leadership that listens to residents, protects our resources, and ensures growth happens responsibly.”
What do you think are the biggest challenges facing your municipality?
“Lehi’s biggest challenges stem from rapid growth. Our infrastructure, especially roads and water are struggling to keep up with development. Traffic congestion, strained public services, and overburdened resources are daily concerns for residents. Another major challenge is housing affordability. Young families and longtime residents are finding it harder to stay in Lehi, and we need smart planning to offer diverse, attainable housing options. Lastly, there’s a growing disconnect between city decisions and public input. Residents deserve more transparency and a stronger voice in how Lehi grows. As mayor, I’ll prioritize responsible development, infrastructure investment, and open communication so we can protect what makes Lehi a great place to live.”
If elected, what would be your priorities?
“If elected, my top priority will be managing Lehi’s growth responsibly. That starts with investing in infrastructure, especially roads and water systems. We have to keep pace with development and reduce daily frustrations for our residents. I’ll push for transparency in city government, ensuring residents are informed, heard, and part of the decision making process. Fiscal responsibility is also key. I’ll work to keep taxes in check by auditing departments, cutting inefficiencies, and prioritizing needs over wants. Just as important, I will insist that we stick to the zoning laws and land use plans already in place. Developers shouldn’t be able to override those rules for profit. Preserving the character of our city means holding the line on zoning, protecting open space, and promoting housing options that serve the people who already live here. Lehi deserves steady leadership that puts residents first! That is exactly what I’ll bring to the table.”

Chris Condie

Why are you running for this position?
“I’m running for Mayor of Lehi City because I believe in our community and its future. As a long-time resident and current City Council member, I’ve gained valuable insight into the needs, challenges, and aspirations of our residents. My experience has given me a deep understanding of Lehi’s strengths–and the opportunities we have to improve. I’m ready to build on that foundation and lead with vision, transparency, and a commitment to responsible growth.”
What do you think are the biggest challenges facing your municipality?
“Lehi is at a critical crossroads when it comes to transportation. As one of Utah’s fastest-growing cities, our infrastructure must evolve to meet the demands of our residents — not just today, but for decades to come. We need a forward-thinking, regional approach that improves traffic flow, enhances east-west connectivity, and prioritizes safety for drivers, cyclists, and pedestrians alike.
“Growth isn’t slowing down, and neither can our efforts to stay ahead of it. That means strengthening partnerships with UDOT, MAG, and neighboring cities, while ensuring Lehi’s voice remains strong at the table. We must invest strategically in roadways, explore intelligent traffic systems, and build a multimodal network that serves all residents.
“As mayor, I’ll bring vision and collaboration to ensure our transportation system supports Lehi’s quality of life — keeping us moving, connected, and ready for the future.”
If elected, what would be your priorities?

City Council candidates
Rachel Freeman
What (if any) prior or ongoing political/organizational experience do you have?
“I have worked in both large and small organizations, gaining experience with a wide range of organizational challenges. For example, I worked for a large public health department serving a city of approximately two million people, where I was responsible for organizing and executing large-scale outreach events. Currently, I volunteer as a family nurse practitioner at the Volunteer Care Clinic which comes from a coalition of IHC, the Church of Jesus Christ of Latter-day Saints, BYU, the Utah County Health Department, and the United Way. I see how collaborating together we can bring about great things. I have also developed strong organizational skills through various roles I have held at church. Politically, I have served multiple times as a county delegate and have been actively involved in the caucus and convention system over the years. I have built relationships with both Senators Balderree and Brammer, who recognize me as the kind of leader Lehi needs.”
Why are you running for this position?
“I have been blessed to live in Lehi. Over time, I’ve come to truly love this city and the people who call it home. I’ve had many wonderful experiences here, and I want to give back to the community. I’ve been fortunate to use my nursing education to bless the lives of others. Service is a way of life for me and my family, and I’ve always sought opportunities to contribute in meaningful ways. I consistently volunteer in public schools and have served as a preceptor to help train nursing students, empowering them to make a difference in others’ lives as well. Now, I feel it’s time for me to give back to Lehi — a community that has given me so much — in a more direct way. I believe we are at a crossroads, and we need someone who is committed to keeping Lehi the wonderful place it is today.”
What do you think are the biggest challenges facing your municipality?
“The explosive growth in Lehi has brought significant challenges to our city — traffic being one of the top concerns for many residents. This issue is further compounded by the growth west of us and the volume of commuter traffic that funnels through Lehi.
“To address this, we must work closely with neighboring cities and UDOT to find long-term solutions and to build and maintain essential thoroughfares.
“Additionally, Lehi has taken on substantial debt through bonds for city fiber, the city hall/library, new fire stations, and the public safety building. At the same time, we have lost some future tax revenue due to incentives offered to businesses.
“We must be strategic stewards of our precious tax dollars. Some residents have expressed feeling disconnected from city officials. I will restore a sense of voice and representation, ensuring that the needs and desires of Lehi’s residents are brought back to the council.”
If elected, what would be your priorities?
“My priorities include protecting our citizens by returning to balanced growth, prioritizing safety and infrastructure, and preserving green space. Traffic is a huge issue for many residents. We need safe and sufficient roads and sidewalks, and that will be my first priority as I see it as the foundation of a thriving city. In addition, I intend to address the shortage of police officers in the next budget cycle.
“I’ve also become aware of several land use disputes due to a lack of natural transitions in zoning — an issue that must be addressed. The general plan and property rights are important to me. We have a wonderful parks and recreation program, but some of our mountain bike trails have been compromised by recent developments. I hope to reopen these trails and work to move portions of land on Traverse into conservation. Let’s keep Lehi a great place to live!”

James Harrison
What (if any) prior or ongoing political/organizational experience do you have?
“This is my first time running as a political candidate. My experience is based on a career in the U.S. Army and State Department, followed by my current role in the private sector. I was commissioned as an Army Reserve Officer through BYU’s ROTC program and went on to serve for 12 years as a U.S. diplomat in China, Japan, and Pakistan. I currently work at Strider Technologies, where I lead the company’s growth and operations across the Asia-Pacific region.”
Why are you running for this position?
“I’m running to bring a fresh voice to the Lehi City Council — one grounded in national service, real-world leadership, and a deep commitment to our community. Lehi is growing at an incredible pace, but too often that growth feels unbalanced and rushed. Many of the challenges we face today — traffic congestion, strained infrastructure, and rising costs — stem from short-sighted planning. We need a smarter, more coordinated approach, especially with state and regional partners, to ensure development protects the quality of life that brought so many of us to Lehi in the first place. I will fight for thoughtful policies, appropriate infrastructure, and long-term planning that puts families and residents first. Our city deserves leaders who will listen, plan ahead, and act with transparency. It’s time for a new approach — one that respects Lehi’s past while preparing responsibly for its future.”
What do you think are the biggest challenges facing your municipality?
“One of the biggest challenges facing Lehi is the imbalance between rapid residential growth — especially high-density housing — and the economic development needed to support it. We’re seeing too many high-density projects approved without the infrastructure or commercial growth to match. This puts pressure on our roads, schools, water systems, and public safety services, and it risks shifting more of the tax burden onto residents. Lehi needs to be more strategic about how and where we grow. We should prioritize development that strengthens our local economy, such as attracting businesses, supporting innovation corridors, and growing a healthy commercial tax base. Done right, this approach can help keep property taxes low, improve quality of life, and ensure the city has the resources it needs to serve a growing population. Growth is inevitable — but it must be balanced, intentional, and guided by a long-term vision that puts Lehi residents first.”
If elected, what would be your priorities?
“If elected, my focus will be on attracting the right kind of economic development — businesses that grow Lehi’s commercial tax base without relying on extreme tax incentives. Due to poor planning, nearby cities like Saratoga Springs and American Fork have captured much of the commercial growth Lehi should have secured. We must reverse that trend to ease the tax burden on residents. I’ll also prioritize infrastructure that improves daily life — like building sidewalks for safety and addressing traffic congestion, especially from commuters passing through Lehi each day. Our roads must be built and maintained with current and future demand in mind. As we grow, it’s critical to preserve the small-town, rural character that makes Lehi unique — by protecting open space and ensuring development reflects community values. Lehi deserves leadership that plans responsibly, protects what we love, and helps the city thrive for generations to come.”

Jordan Hutchinson
What (if any) prior or ongoing political/organizational experience do you have?
“While I haven’t worked inside city government, I have worked alongside many representatives at the state and federal levels. I’ve also built and led nine companies, overseen multi-million-dollar budgets, managed over 100 employees, and navigated complex regulatory, financial, and operational frameworks. That hands-on experience gives me a deep understanding of how to evaluate budgets, lead teams, and drive results, all of which directly apply to city governance. Yes, experience matters — so do integrity and strategic decision-making. But it’s not just about having been inside the system. Many voters are ready for something new, someone who understands how systems work and has a proven track record of leading them effectively.”
Why are you running for this position?
“I grew up in American Fork. After getting married and expecting our first child, we wanted to find a place to raise our family with proximity to work and commuting, and Lehi was the perfect place for that. So we made the move and have been here for a little over 5 years. I am running for City Council because I love this community and want this to continue to be the best place to raise our kids. I have always wanted to get more involved in public service and help the community more, and now my businesses and family are at a stage where I have the time and bandwidth to run and commit. I’m in a position to fully commit the time and focus this role requires to move things forward for our community. I also have significant connections at the county, state, and federal levels of government that I am already working with to get things moving and funded for Lehi.”
What do you think are the biggest challenges facing your municipality?
“Lehi has grown immensely, our biggest challenge is making sure that growth doesn’t outpace the infrastructure and quality of life residents depend on. Roads are clogged, housing is less attainable, and public services are stretched thin. We can’t just keep approving development without first making sure the roads, water, and emergency services are ready. A big part of that is updating our zoning and General Plan so we’re ahead of the curve, not constantly playing catch-up. Water’s also a serious long-term issue that we need to make smart, sustainable decisions to combat. Lehi is known for strong neighborhoods, and the perfect place to raise families. That takes leadership that puts residents first and plans ahead, not just reacting to problems after they show up.”
If elected, what would be your priorities?
“My top priority is keeping Lehi livable for all families. Ensuring development doesn’t outpace infrastructure by pushing for updates to the General Plan and zoning maps, requiring developers to build out roads and utilities before projects go forward, and protecting water access through smart, forward-looking policy. Public safety is another high priority by ensuring our emergency services are funded and prepared as the city grows. Lastly, Fiscal responsibility in prioritizing the city’s needs over wants, and making sure taxpayer dollars go to real impact. Lastly I will preserve Lehi’s identity of a family-centric and history respecting community. Growth is coming whether we like it or not, but how we manage it is up to us. I’ll make sure Lehi grows the right way, not the easy way.”

Emily Lockhart

Why are you running for this position?
“I’m running for City Council because I’m committed to prioritizing public safety, improving our transportation systems, and ensuring thoughtful, strategic growth that benefits all residents. As a mom, it’s deeply important to me that Lehi remains a safe community where families can thrive. I want to build a future that honors our history and values while moving us forward as a strong community. During my four years on the Lehi City Planning Commission, I’ve developed a strong track record of collaborating with city leaders and residents to guide strategic growth. In this role, I’ve actively engaged with the community, supported thoughtful code updates, and protected property rights. With an MBA from BYU and professional experience as Vice President of Corporate Strategy at a local steel company, I’m prepared to contribute effectively to the City Council on day one.”
What do you think are the biggest challenges facing your municipality?
“Lehi’s growth brings serious challenges, especially in public safety, transportation, and housing. As our population increases, so does the demand on police, fire, and emergency services. We need to ensure our first responders have the equipment and resources they need to keep our community safe. Transportation and infrastructure failures are also an issue. Roads like Pioneer Crossing and 2100 North are overburdened, and east-west travel remains difficult. We need stronger regional coordination and better planning to prioritize critical transportation projects that reduce delays and improve safety. Housing affordability is another major concern. Rising prices are pushing out young families, first-time buyers, and even long-time residents. Lehi needs housing options that are placed strategically while also preserving neighborhood character and making sure infrastructure keeps up with growth. These are not easy problems to solve, but with leadership and collaboration, we can meet the moment and protect Lehi’s future.”
If elected, what would be your priorities?
“If elected, I will focus on solving Lehi’s biggest challenges in a way that reflects our values and respects the role of limited government. I will prioritize public safety, transportation, and growth while making sure residents feel heard, involved, and confident that their local government works for them, not the other way around.
“I will be accountable and transparent in every decision I make. I am committed to listening to residents and keeping an open line of communication so that the community’s voice guides our direction. Their trust matters, and I will work hard to earn it by being honest, responsive, and focused on delivering results that benefit all of Lehi.”

Jared Peterson

What do you think are the biggest challenges facing your municipality?
“Lehi is at a pivotal point. As our city grows, so do the challenges we face — especially in transportation, open space, and housing. East-west traffic remains a major concern, and growth continues to strain our roads. We need long-term, regional solutions that prioritize safety, connectivity, and future-ready infrastructure.
“At the same time, preserving Lehi’s quality of life means protecting our parks, trails, and open spaces. These areas strengthen neighborhoods, support healthy families, and reflect the character of our community. We must maintain and improve what we have while planning new spaces that serve a growing population.
“Housing is another key issue. Affordability pressures are rising, and young families wonder if they’ll be able to stay in Lehi. The answer lies in smart growth — using thoughtful planning, creative zoning tools, and partnerships that reflect our shared values.
“With balanced leadership and community-focused solutions, we can guide Lehi through growth without losing what makes it special.”

“Transportation remains one of our biggest challenges. I’ll prioritize long-term solutions that make sense for Lehi — creating east-west corridors, improving road safety, and investing in future-ready infrastructure. This will require strong collaboration with UDOT, MAG, and neighboring cities.
“Our parks and open spaces are essential to our quality of life. I’ll advocate for maintaining and upgrading existing facilities while expanding access to clean, safe outdoor spaces in every neighborhood. Attainable housing must be more than a goal — it must be a shared commitment. By working with landowners, developers, and city leaders, we can find balanced solutions that support affordability while preserving Lehi’s unique character. Above all, I’ll lead with integrity and listen to our residents.”

E. LaRell Stephens
What (if any) prior or ongoing political/organizational experience do you have?
“I bring real-world experience, community service, and strong conservative values to my candidacy for Lehi City Council. I earned a bachelor’s degree from UVU and have built my career as a blue-collar worker and small business owner. I’ve served as both a county and state delegate, giving me valuable insight into how government (entities)should serve the people–not the other way around. I’ve volunteered with Habitat for Humanity, coached youth football and baseball, served as a ride leader for the Lehi Mountain Bike Team, and helped raise money to support the arts in our community. I’m not a politician — I’m your neighbor. I believe in hard work, honesty, and accountability. I’m running because I care deeply about this city and want to make sure future growth happens responsibly, with proper planning and respect for taxpayers. It’s time for leadership that puts Lehi residents first — and I’m ready to be that voice.”
Why are you running for this position?
“I’m running for City Council because Lehi needs leaders who put residents first — not developers or political insiders. Our city has grown rapidly, but infrastructure, public safety, and accountability haven’t kept up. I’ve seen taxpayer money spent on projects that benefit a select few, while basic needs like safe sidewalks, traffic solutions, and fully funded police are overlooked.
“I believe in responsible planning, common-sense budgeting, and making sure every decision serves the long-term interests of the people who live here. I’m not a career politician — I’m a longtime resident, parent, and grandparent who wants my kids and yours to be able to afford to stay in Lehi.
“I care deeply about this community. I believe it’s time for fresh leadership — someone with real-world experience, strong values, and the courage to stand up for what’s right.

What do you think are the biggest challenges facing your municipality?
“One of the biggest challenges facing our municipality is the rapid growth that has outpaced infrastructure. Roads are congested, schools are crowded, and essential services like police and fire are underfunded. Development has often been approved without the necessary long-term planning, leaving taxpayers to cover the costs of catch-up projects.
“Another major issue is fiscal responsibility. Too many high-cost projects have been prioritized without clear returns or community input, putting strain on our budget and increasing debt.
“Public trust is also at risk. Many residents feel unheard and unrepresented, especially when decisions seem to benefit developers or insiders over everyday families.
“Finally, preserving our community’s character while ensuring housing remains affordable is a complex balancing act. We need thoughtful leadership that listens, plans ahead, and puts Lehi residents first — so our city can grow in a way that is sustainable, safe, and truly serves the people who call it home.”
If elected, what would be your priorities?
“If elected to Lehi City Council, my top priorities will be responsible growth, public safety, and fiscal accountability. I believe growth should never come at the expense of our infrastructure. Roads, utilities, and schools must be in place before new development is approved. I will advocate for stronger planning and ensure developers do their part instead of passing costs onto taxpayers.
“Public safety is essential. I’ll work to fully fund our police and first responders so they can protect our growing community effectively.
“I’ll also focus on fiscal responsibility. I believe in transparency and making sure every tax dollar is spent wisely on things that actually benefit residents — not pet projects or political favors. I’ll fight for safer sidewalks, better parks, and policies that preserve the character of our city while trying to keep it affordable for future generations. Most importantly, I’ll listen. I’m running to be your voice and to serve with integrity.”
