Springville police officer arrested on suspicion of DUI, placed on leave without pay

A Springville police officer was arrested Tuesday after allegedly driving himself to work while impaired.

Larry Ryan Teuscher, 37, faces a charge of DUI, first offense in 10 Years. Springville City confirmed Thursday Teuscher was placed on leave without pay and will remain off duty, pending disciplinary action or termination.

According to Springville City, Teuscher arrived for his night patrol shift, and upon arrival was suspected of having been driving while impaired. Springville Police Department contacted the Utah Highway patrol to request they “conduct an independent criminal investigation,” the city said.

In an affidavit of probable cause, the UHP officer dispatched to the scene said he spoke with Teuscher, who was sitting in the chief’s office at the department.

“I observed that he had red, glossy eyes while speaking with the individual. Also, the odor of an alcoholic beverage was present coming from his mouth,” the UHP officer said.

Teuscher reportedly told the officer he had drunk a White Claw earlier, then drove to work. Field sobriety tests was conducted, and a preliminary breath test returned positive for alcohol content, according to the affidavit.

“Based on all my observations, I informed the individual that he was placed under arrest for DUI at 20:22 hours,” the UHP officer said.

After being read his Miranda rights, Teuscher reportedly told the UHP officer he had two White Claws at around 4 p.m., then drove to the police department in his city-owned vehicle.

The city news release said Springville Police Chief Lance Haight will also refer the circumstances to Utah Peace Officer Standards and Training for their review.

“Officer Teuscher’s POST certification may be suspended or revoked,” the statement said.
