Abandoned Park Plaza apartment complex in Provo under contract with developer

A plan to address the abandoned Park Place apartment complex in Provo is in motion.
Property owner Spencer Crocker told the Daily Herald that he and his partner, Kyle Jessee, are under contract with a buyer for the 1.5-acre property.
The preference of the city and the buyer, according to Crocker, is to build student housing on the property, and the two entities are in conversations to determine what zoning the city will allow.
Provo Senior Planner Bill Peperone confirmed a developer has the property under contract and said the city is interested in working with any developer to get the property turned into a new apartment building.
The building sits on prime real estate, across the street from Brigham Young University on 910 N and 900 East with a total market value of over $5.5 million listed by Utah County.
But vacant for over three years, the property has become a nuisance that the city is eager to tear down as soon as possible, Peperone said, and the city has even offered to take the building down at its own expense.
Twice, Peperone said, the fire department has put out fires started inside the structure, while the police have responded to multiple calls related to the property.
After the building property exchanged ownership hands the last handful of years, Crocker and Jessee purchased it at the beginning of this year.
The property is currently zoned for residential conservation. Due to its zoning, Peperone said Park Plaza was a nonconforming building, and lost its right to be nonconforming after it was abandoned for one year. To build new apartments, he said the property will have to be rezoned for multifamily housing.
