Provo Towne Centre ownership proposing massive mall redevelopment project

Provo Towne Centre ownership has filed a proposal to Provo City to give the mall a dramatic facelift, turning the property into a multi-use development.

Property owner Brixton Capital submitted an entitlement application to Provo City that includes plans to revitalize the mall with retail, dining, entertainment, office space and for-sale and for-rent housing.

“Provo Towne Centre is entering its next chapter, joining a wave of mall revitalizations that are transforming outdated commercial footprints into vibrant, integrated neighborhoods designed for the future,” a Provo Towne Centre release stated.

The project is in partnership with PEG Development, a real estate development and investment firm based in Provo. Phase 1 included the opening of Target on the south side of the mall in 2024. The second phase involves transforming the mall into a “mini town,” the release stated.

Renderings show a large portion of the building will be replaced with an outdoor, walkable space that includes an outdoor plaza where the mall’s rotunda currently sits.

Three of the mall’s key tenants are proposed to remain — JCPenney, Target and Cinemark — and ownership said it will be in communication with other tenants who wish to be part of the new development. Timing for the closure of the interior mall will depend on the entitlement and the lease-up processes, ownership added.

Brixton Capital views the project as a necessary transformation to keep up with the times.

“A 2023 analysis by Placer.ai found that mixed-use redevelopments of former malls are among the most effective strategies for revitalizing retail corridors, citing increased dwell time, foot traffic, and local economic impact,” the release said.

“Provo is no exception to this national movement. At the heart of Utah County’s growing innovation corridor, Provo Towne Centre is entering its next chapter, joining a wave of mall revitalizations that are transforming outdated commercial footprints into vibrant, integrated neighborhoods designed for the future.”
