A letter from the lieutenant governor’s office last week rescinded a feasibility request issued June 25 for a preliminary municipality called Bear Canyon, citing the proposed boundaries’ failure to satisfy the Utah Population Committee requirements.

According to the state, the proposed town did not meet the statutory definition of “contiguous” listed in the Utah code.

KPCW, which first reported the news, said the application was part of a program that allows a group of landowners to create a town on mostly undeveloped land.

The proposed boundary was located east of U.S. 189, north of Wildwood and south of Deer Creek Reservoir.

A study from the Utah Population Committee found Bear Canyon did meet the population and population density requirements for incorporation, with an estimated 501 people and 144 people per square mile. However, it did not meet the contiguity requirement because the proposed boundary did not cover a contiguous area.

The Utah Population Committee further said the proposed boundary violated the contiguity requirement because it contained a strip of land where the distance between the geographically separate areas was greater than the average width of the strip.
