The Utah Department of Transportation is planning to build a new interchange and beltway in Payson to accommodate growth in southern Utah County and is seeking public feedback on the project.
The Payson Parkway Interchange, an approximately $95 million project, will build a partial interchange at Interstate 15 in northeast Payson, with a northbound on-ramp and a southbound off-ramp. It will also include a road that will connect I-15 to SR 198.
UDOT Region 3 Director Eric Rasband told the Payson City Council in a 2025 meeting that the project is necessary to keep up with growth in Payson and improve traffic flow.
“There are some existing deficiencies in the roadway that are impacting traffic operations, the functionality, and the safety of the intersection or interchange and Main Street,” Rasband said. “The purpose is to improve traffic operations in Payson and to bring things up to standards as we move forward.”
He said the project is being planned in coordination with the Utah Transit Authority and Union Pacific Railroad, which will include a structure over the railroad west of I-15.

“Everything that we’re doing, we’re looking at forward compatibility with development along FrontRunner,” Rasband said.
UDOT is completing the design phase of the project, and Phase 1 of construction is slated to begin in 2027. A public open house was held last week at Park View Elementary School to discuss the project design and schedule.
