A vehicle was found upside down in a Cedar Valley horse stable after crashing Tuesday, May 3, 2022. Two 3-year-olds were killed in the crash.

Eagle Mountain resident Kent Cody Barlow, 25, was charged Monday evening with two counts of automobile homicide for the death of two 3-year-old boys.

Barlow was allegedly driving near 100 mph when he drove off a paved road and through a corral at Cedar Valley Stables before crashing into a horse stable, according to a press release from the Utah County Sheriff’s Office.

The 3-year-olds, later identified as Odin Ratliff and Hunter Jackson, were playing together with toy trucks when they were struck by the vehicle. The two were killed instantly and found 75 feet away from where they were playing. The boys were not related, according to Sgt. Spencer Cannon.

Barlow was driving a gray Infinity FX45 with three male passengers — ages 17, 18 and 21. A preliminary drug test was conducted on Barlow that came back positive for methamphetamines. Cannon said the passengers were not tested for drug use.

“From where the car first left the pavement, to where it came to rest, was about 345 feet,” read the release. “The vehicle was launched into the air, and then into a lean-to style set of horse stables, coming to a stop upside down. Passengers in the car told Deputies Barlow was traveling 80 to 100 MPH and was ‘drifting’ as he drove.”

Barlow was found seriously injured and flown by Life Flight to Utah Valley Hospital, two passengers were treated and released at Utah Valley Hospital and a third passenger was treated at Mountain Point Hospital in Lehi.

“Barlow is also currently on parole with the Utah Department of Adult Probation & Parole,” read the release. “Agents with AP&P have also placed a hold on Barlow pending a possible parole violation.”

UCSO charged Barlow, additionally, with two counts of driving under the influence with criminal negligence, possession of a controlled substance, DUI with serious bodily injury by negligent operation, two counts of DUI with personal injury, reckless driving, failure to operate within a single lane and obey traffic control device and speeding.
