While still closed to the general public, Utah County commissioners on Wednesday took the first step to enhance Bridal Veil Falls by adding a new park. What the park entails, as far as amenities and design, is yet to be determined according to Laurel Price. Price, senior policy advisor for commissioner Amelia Powers Gardner, said the project is still in the beginning stages.
At the County Commission meeting, the board unanimously accepted the recommendation from the request for proposal committee to select two builders to create a design and submit a full proposal for the construction of the park at Bridal Veil Falls. Commissioners chose to move forward with Horrocks Engineers and S&L Inc. out of five companies.
This was not an official agreement between the county and the two companies, but rather a chance for the companies to develop their proposal and eventually pitch them to the public works department.
Price said no contracts have been signed, so the companies or the county could decide to go a different route at any time. However, the current next step is for the Utah County Public Works Office to begin contract negotiations with the two companies to figure out the details of the design, timeline of the project and overall plans to then present to the commissioners for final approval.
The five companies that bid on this project were evaluated by the committee, made up of individuals from the auditors office and the public works department, and given a score based on their written project proposal before pricing is evaluated.

“Horrocks Engineering and S&L Inc., they had scored the best out of all of the five, so with their score and pricing that is how I came to my conclusion as to which one we picked,” said Brandon Gordon, commission vice chair
Price explained when this proposal was sent out there were not many details for what kind of park they wanted at Bridal Veil Falls, the company will get the space to design and present to the commission.
“There’s really not that many details that they even have yet. That’s kind of the point of hiring these professionals to help direct and guide,” she said.
SNL Inc and Horrocks Engineers are working as a team on this proposal and project. Price said the timeline for the project is also unknown.
“Over the period of a few months, they [Public Works and the two companies] will start to work on that together. Then the commission will have the option of accepting that contract with these two entities, and then going through the process of design. So there’s a lot that has to happen between now and a few months from now,” Price said.
