Provo mental health therapist arrested for alleged voyeurism, police say

The Provo Police Department has arrested a man who works as a mental health therapist for allegedly tricking multiple women into exposing themselves, which the department said in a press release served “no therapeutic purpose.”

Shawn Talbot, 55, of Eagle Mountain, was arrested Monday on suspicion of voyeurism. As of Thursday, he had not been formally charged.

According to a probable cause statement, two women came forward to police in July regarding the actions they reportedly endured at a Provo counseling clinic while in Talbot’s care.

In a recorded interview, both women recounted separate instances during which the alleged misconduct took place.

One woman, identified in the affidavit as “Victim #1,” alleged that Talbot manipulated her into taking off her shirt and bra over the course of several mental health sessions, exposing herself as part of what she described as “humiliating exercises” that she claims he portrayed as legitimate mental health therapy.

He also reportedly pushed her to do handstands in front of him after she removed her shirt and bra, according to court documents.

In a voluntary statement addressed to the Department of Professional Licensing, Talbot reportedly said that the woman tried the handstand in his presence, which he said showed “very poor judgement” and that he “allowed boundaries to be crossed.”

Another woman, identified as “Victim #2” in the affidavit, told police that “something similar” happened during her therapy sessions. She alleged that Talbot also manipulated her into bending down in front of him, exposing her breasts.

Court documents state that Talbot was fired from his position at Utah Valley Counseling’s Provo location on June 30, stemming from a different allegation of sexual abuse and numerous complaints of harassment by female co-workers.

During their investigation, detectives became aware of similar allegations against Talbot in a previous case involving minor females in 2020, according to the booking affidavit.

“Detectives reviewed the case report from the 2020 incident, and observed that allegations made against Shawn Talbot during forensic interviews were extremely similar to the allegations in this case,” the affidavit reads.

In an interview with police Monday, Talbot reportedly didn’t deny the current allegations but said that the actions took place in a “therapeutic practice and was meant to empower them,” court documents state. He reportedly went on to deny any sexual motives to the alleged acts, but he recognized that what he did was wrong.

Talbot was arrested and booked into the Utah County Jail following the interview.

The Provo Police Department suspects there may be others who have experienced “similar, non-therapeutic requests during treatment by Talbot.” If so, they are encouraged to file a report by calling the department’s non-emergency number, 801-852-6210.
