Northern Utah County residents face increase to sewage bills; another hike slated for next year

Residents across northern Utah County will encounter higher monthly bills for sewer treatment use.
The Timpanogos Special Service District, or TSSD, which processes wastewater for multiple northern Utah County cities, adopted the rate increase last November following a sewer rate study that recommended a 15% increase for 2025 and additional 15% increase to take effect in January 2026.
These increases are in addition to a 40% rate increase that went into effect Jan. 1, 2024.
The rate jump is necessary, according to TSSD, to meet ongoing operations, including financing for significant capital improvements and plant upgrades.
In its February newsletter, The Hub, American Fork city officials said the TSSD fees will result in an average monthly increase of $3.87 for its residents.

American Fork sewage users will see the rate hike on their March statement for February usage, the newsletter noted.
In addition to American Fork, the cities of Alpine, Cedar Hills, Highland, Lehi, Pleasant Grove, Saratoga Springs and portions of the cities of Draper, Eagle Mountain and Vineyard also are contracted with TSSD.
“The 15% increase will bring the average rate to $29.67 or $4.95 per 1,000 gallons. The 15% increase effective January 1, 2026 will bring the average rate to $34.12 or $5.69 per 1,000 gallons, increasing the average monthly fee by $4.45 in 2026,” the American Fork newsletter explained of the overall increases.
An average residence contributes around 6,000 gallons of wastewater to the TSSD system.
American Fork officials said the TSSD increase only accounts for their treatment portion of residents’ bills; the city’s portion of the sewer rates will not be affected.
In Saratoga Springs, sewer rates went up by $0.65 for every 1,000 gallons of water. Garbage rates increased by 10 cents per can, officials said.
On average, residents can expect to pay around $37.06 per month for the base rate.
“The new rate ensures that all residents pay their proportionate share of the increased costs for these services,” Saratoga Springs spokeswoman AnnElise Harrison told the Daily Herald in a text message when reached Tuesday.
TSSD noted that the new rate increases will help maintain quality service to accommodate for ongoing growth across Utah County.
