Tracy was born on December 20, 1970, in Walnut Creek, CA to Douglas and Linda (Sisley) Bell. She and Gary Brian Noll, the love of her life, eloped on November 14, 1991, in Anchorage, AK. They later held a celebration and second ceremony with family and friends on July 18, 1992, in San Ramon, CA, and were finally sealed for time and all eternity in the Manti, UT LDS Temple on August 14, 1999.

Tracy is survived by too many to name, as she had a way of making a lasting impression on everyone she met. Her legacy lives on through her ducklings: Ryan (Aubrey), Jessi, Macy, and Alec. However, we all know that the favorite duckling is her first granddaughter, Hallie.

A service to celebrate Tracy’s life is scheduled for August 25, 2023, at 7 PM at Spring Acres Arts Park, Springville.
