Ephraim City has been recognized as one of a select group of communities statewide to receive the inaugural Utah First Homes Award, a new honor highlighting local governments and development partners that are making meaningful progress in expanding access to starter homes.
The Utah First Homes Award was created in response to Utah’s growing housing affordability challenge. State leaders launched the program to recognize cities and builders who are taking practical steps to increase the supply of entry-level homes and make homeownership more attainable for families across the state.
A major factor in Ephraim City’s selection was its recent update to the city’s zoning code, which allows for single-family homes on smaller lots. City leaders said the change was designed to reduce land and development costs while still preserving neighborhood quality and the overall character of the community. By lowering those costs, the city made it more feasible for builders to offer homes at price points accessible to first-time buyers.
The zoning update was the result of close collaboration between Ephraim City officials, planning staff and Camino Verde Group, the master developer of Ephraim Crossing. That partnership helped attract Flex Homes, a builder focused on attainable housing, enabling them to move forward quickly with thoughtfully designed starter homes.
Ephraim City officials expressed appreciation for the recognition, noting the broader impact it will have on the community. In a statement shared on the city’s Facebook page, leaders said they are grateful to Governor Spencer Cox for the award, calling it a positive step toward strengthening the community and making homeownership more accessible for current and future residents.

Mike Ballard, lead developer of Ephraim Crossing and a principal at Camino Verde Group, said the award reflects the city’s willingness to take a leadership role on housing issues.
“This award is a testament to Ephraim City’s willingness to lead,” Ballard said. “Starter homes don’t happen by accident. They require cities that are willing to modernize zoning, remove unnecessary barriers and work collaboratively with builders. Ephraim understood that allowing smaller lots could make a real difference for first-time buyers, and they acted.”
Ballard said the city’s proactive approach has already produced tangible results.
“Because Ephraim moved thoughtfully and decisively, builders like Flex Homes were able to respond quickly with attainable, well-designed homes,” he said. “That’s how policy turns into real doors opening for real families.”
City officials and development partners view the Utah First Homes Award not as a final goal, but as confirmation that collaboration, local values and practical solutions can help address housing challenges. They say the approach taken in Ephraim can serve as a model for other communities looking to expand housing opportunities without sacrificing community character.
