Spring City Seeking Applicants to Fill Vacant City Council Seat

SPRING CITY — Residents of Spring City who are interested in serving their community have an opportunity to step into local government following the recent resignation of a city council member.

City officials have announced a vacancy on the Spring City Council after council member Marty McCain stepped down from the position. The council has issued a public notice stating its intent to appoint a qualified individual to fill the seat.

According to the notice, the vacancy will be filled in accordance with Utah Code 20A-1-510, which outlines the process for filling midterm vacancies in municipal offices.

The notice inviting applications will remain posted through April 2 and has been made available at several public locations including Spring City Hall, the Spring City Post Office, the Main Street bulletin board, the state’s public access website and the city’s website.

Application Process

Residents who wish to apply must complete a declaration of candidacy and a conflict of interest disclosure statement. These forms can be obtained from the city recorder during regular office hours at Spring City Hall, located at 45 South 100 East.

Office hours are Monday through Thursday from 9 a.m. to 4 p.m., and the forms are also available online at the city website under the elections section.

Applicants are also required to submit a one-page cover letter explaining their interest in serving on the council along with a current resume. Materials should be submitted to the City Recorder, Attn: Council Application, at Spring City Hall.

The filing period for applications will run from March 25 through March 31. All required documents must be physically received by the city recorder no later than 5 p.m. on March 31.

City officials note that applicants who need to submit paperwork outside the normal office hours of 9 a.m. to 4 p.m., including early morning, late afternoon or Friday appointments, should contact the office in advance to schedule a time with the recorder.

Qualifications for Candidates

To be eligible for the position, applicants must meet the requirements outlined in Utah Code Section 10-3-301. Candidates must:

  • Be a United States citizen
  • Be a registered voter in Spring City
  • Have lived within the city for at least the past 365 days
  • Not be a convicted felon, unless the right to hold elective office has been restored

Appointment Process

The selected applicant will serve the remainder of the term through Dec. 31, 2027. If the appointed council member wishes to continue serving beyond that time, they will need to run for the seat during the municipal election filing period in 2027.

The Spring City Council will review the applications and hear brief presentations from candidates during its regular council meeting scheduled for 7 p.m. on April 2.

Following the presentations, the council is expected to vote during the same meeting to appoint a new council member to fill the vacancy.

The meeting will be held in the Spring City Council Chambers at City Hall.

City Recorder Ruth Ann McCain signed the official notice and encouraged interested residents to apply if they are willing to serve the community.

The appointment provides an opportunity for local residents to become directly involved in city leadership and help guide decisions affecting the future of Spring City.
