Man arrested on suspicion of automobile homicide after fatal Provo crash

Paseto Foalima, 39, struck Luena Paulson, an 83-year-old Provo woman, after running a stop sign at high speeds at the intersection of 400 North and 100 West in Provo, police said. Paulson was taken to the hospital but died from her injuries.
Foalima, who police said was driving under the influence of alcohol, faces 11 charges, including automobile homicide, a second-degree felony; assault against a peace officer, a second-degree felony; failure to respond to an officer’s signal to stop causing death, a second-degree felony; and failure to comply with duties at an accident resulting in death, a third-degree felony.
Provo police said they first received a report of a hit-and-run crash at the intersection of 500 N. and 500 West at 3:07 p.m. Saturday. The reporting driver followed the suspected vehicle, a white Volkswagen Passat, until it stopped in a church parking lot near 700 North and 100 West, police said.
“A responding patrol officer located the suspect vehicle in the parking lot, and approached on foot,” a news release said. “During the interaction, the male driver of the vehicle did not comply with the officer’s commands to exit the vehicle. As the officer reached into the vehicle in an attempt to take the suspect driver into custody, the male drove off, causing the officer to roll away from the vehicle.”
Foalima exited the parking lot and fled southbound on 100 West before colliding head on with the elderly woman’s blue Fiat at the 400 N. 100 West intersection, police said. He fled the scene on foot but was detained by a citizen and shortly thereafter taken into custody by police.
Foalima was listed as an Orem resident but had active fugitive warrants in another state, according to a probable cause affidavit. The affidavit said Foalima told police he had gone to the Provo liquor store to purchase whiskey and estimated he drank 1 pint prior to the accident.
