Proposed Utah nuclear innovation campus could bring opportunities for Sanpete County

Although the proposed Nuclear Lifecycle Innovation Campus would be located in Tooele County if selected, state leaders say the project could have economic and workforce benefits that extend well beyond Utah’s Wasatch Front–including communities in Sanpete County.

The State of Utah and the U.S. Department of Energy (DOE) recently signed a memorandum of understanding outlining plans to explore the development of a Nuclear Lifecycle Innovation Campus (NLIC) in Tooele County. The agreement marks another step in the federal government’s selection process after Utah was named one of five states still under consideration to host the facility.

While the memorandum does not guarantee Utah will ultimately be selected, it signals the Department of Energy’s continued interest in the state’s proposal and its growing role in the nation’s future energy strategy.

If approved, the campus would bring several parts of the nuclear fuel lifecycle together at one location, including fuel enrichment, fuel fabrication, recycling and reprocessing of used nuclear fuel, and waste management. State officials say housing those operations together would create an environment where government agencies, private industry and universities could collaborate on research, workforce training and advanced manufacturing.

For Sanpete County, those opportunities could translate into new career pathways for students attending Snow College and graduates seeking high-paying technical careers without leaving Utah. The project could also increase demand for skilled trades, engineering, manufacturing, construction and transportation businesses that support large-scale industrial projects.

Gov. Spencer J. Cox called the proposal an important part of Utah’s long-term energy strategy.

“America’s future depends on affordable, abundant energy,” Cox said. “Utah seeks to build a complete energy ecosystem, from fuel production and processing to advanced reactors and the technologies they power — creating new opportunities for innovation, investment, and good-paying jobs.”

The Department of Energy reviewed applications from 26 states before selecting five finalists to continue discussions about hosting a Nuclear Lifecycle Innovation Campus.

Energy Secretary Chris Wright said the proposed campuses would play a key role in strengthening America’s domestic nuclear industry.

“These campuses will be massive generators of economic growth, create thousands of high-paying jobs, and be crucial to unleashing America’s nuclear renaissance,” Wright said.

Beyond the direct employment opportunities in Tooele County, state officials believe the project could create ripple effects throughout Utah by expanding supply chains, increasing demand for technical education and attracting additional investment in advanced manufacturing.

That could benefit rural communities like Sanpete County, where manufacturers, construction firms, trucking companies and engineering services often participate in large statewide infrastructure and industrial projects.

The proposal also aligns with Utah’s efforts to diversify its energy portfolio while meeting growing electricity demands. As data centers, advanced manufacturing and population growth continue to increase energy consumption across the state, officials say additional reliable energy sources will become increasingly important.

Emy Lesofski, Gov. Cox’s energy advisor and director of the Utah Office of Energy Development, described the proposal as a once-in-a-generation opportunity.

“This is an historic opportunity,” Lesofski said. “The economic and infrastructure benefits of hosting a campus like this are generational; we won’t see another project with similar benefits for decades.”

She added that state leaders remain committed to ensuring any development is carried out safely and responsibly while protecting Utah’s environment.

Several steps remain before a final site is selected. The memorandum of understanding establishes a framework for continued evaluation, but additional technical studies, stakeholder engagement and future agreements will be required before the Department of Energy makes its final decision.

If Utah is ultimately chosen, officials expect the project to generate thousands of high-paying jobs, attract significant private investment, strengthen research partnerships and expand workforce development opportunities across the state.

While the campus itself would be located in Tooele County, its economic impact could be felt throughout Utah, including rural communities such as Sanpete County, where students, businesses and workers could benefit from the state’s growing role in advanced energy development.
