A Goshen woman was arrested twice Wednesday for separate incidents in which she allegedly stabbed a man in the elbow with scissors then later threw a knife in the direction of a Santaquin police officer.

Lonni Bullock, 48, was first arrested at 6:35 p.m. Wednesday and booked into the Utah County Jail after the alleged incident with the Santaquin officer. She was arrested on suspicion of five counts, including assault of an officer with use of a dangerous weapon and the carrying of a dangerous weapon under the influence of alcohol or drugs, according to court documents, though she hasn’t been formally charged.

At 9:30 p.m., Bullock, who remained in jail, was arrested again on suspicion of three counts, including aggravated assault, by a Utah County Sheriff’s Office deputy after he reportedly found probable cause that Bullock had stabbed her boyfriend in the left elbow with a pair of scissors sometime prior to the incident with the Santaquin officer. Official charges have not yet been brought in that case either.

A probable cause statement from the Santaquin officer said he was driving west on U.S. Highway 6 in Genola when he saw a woman waving her arms up and down on the side of the road.

The officer said he attempted to yell out to the woman, later identified as Bullock, to see what was happening, but she ignored him and continued walking eastbound. He proceeded toward Bullock in his patrol car and reported seeing that she was holding knives in both of her hands with the blades facing forward and appeared “agitated.”

Writing in the report that he was concerned she may harm a passerby, the officer said he stepped out of his vehicle and gave Bullock verbal commands to drop the knives. When she ignored the officer and advanced toward him, he pulled out his handgun and again commanded her to drop her knives.

“She refused and continued to walk around my patrol vehicle eastbound,” the officer said in the affidavit. “I holstered my department issued handgun and drew my department issued JPX (Less lethal pepper gun). I gave her several more commands and she failed to listen and continued to walk eastbound. I deployed my pepper gun striking the female in the face area.”

The arrest document claimed Bullock threw one of the knives in the opposite direction of the officer then advanced toward him and threw the other knife.

“I had to jump out of the way to avoid getting hit with the knife,” the officer said. “The knife was an 8-10” kitchen style knife. I tackled the female to the ground and attempted to get her in handcuffs. She continued to resist; she was placed in handcuffs behind her back.”

The officer said Bullock appeared to be under the influence and “not (in) the right state of mind.” He said she made a statement “regarding a suicide by cop.”

“She stated she wanted me to shoot her and kill her, that was her intentions,” the officer said.

Later in the evening, court documents say Bullock was arrested again while already in jail, this time by the Utah County Sheriff’s Office.

The deputy reported in another affidavit that he was dispatched to follow up on a possible stabbing incident that had occurred in Goshen earlier in the day. He made contact with a man who said Bullock, his girlfriend, had become agitated inside their home, igniting a verbal altercation.

The alleged victim claimed Bullock then grabbed a kitchen knife and scissors from a cabinet.

“Victim 1 stated he became worried and attempted to take the items from Lonni’s hands. In the process of this, victim 1 was intentionally stabbed in the left elbow by the scissors that Lonni had picked up,” the report states.

The officer said the man had a visible hole in his leather jacket and blood on his arm, which corroborated his report.

The man told the officer he left the house after being stabbed to avoid further violence, according to the report. When he returned, he was unable to locate Bullock.

When running statewide information on Bullock, the sheriff found the victim had an active protective order against Bullock.

“Contact was made with Lonni who had been arrested on a different incident,” the officer said in the report. “Lonni was at the jail where I was able to speak with her. Lonni was advised of her rights per Miranda and agreed to speak with me. Lonni stated there had been an altercation in which she had made a hole in victim 1’s jacket with a knife.”

Bullock previously was charged with a third-degree felony on Nov. 15 for possession of a controlled substance within a correctional facility after being arrested earlier in the day on misdemeanor charges of possessing a controlled substance and drug paraphernalia.

She also was charged with three misdemeanors on Nov. 5 for possession of a controlled substance, property damage/destruction, and use or possession of drug paraphernalia.
